(Data centers are 'collections' of servers).Therefore, the biggest factor is not server population, but data center population.Presently, the Aether and Primal data centers are the two for North America.

I mean, it doesn't really matter what world you choose since the matchmaking for dungeons is cross-world. If you're just after the.feel. of a populated server then Mateus is the best option (I don't know why you would avoid it, unless you're offended at the idea of people even RPing in your general vicinity or something) but due to the population of the server it can be hard to get in.

Barring that, you should opt for one of the preferred worlds for the XP buff. There are tons of new players/alts leveling in those worlds so that part will feel more 'alive'. Few months old but should remain somewhat accurate. Balmung is the biggest but it's being shipped off to a new data center,Crystal, in a few months. The rest of the servers going to Crystals are much smaller and a sizable chunk of players are expected to transfer back over to Aether/Primal.

Aether tends to be more populated with more party finders up than Primal. Cause of that I'd recommend Gilgamesh or Cactuar. Primal's still not bad, just never hear much happening from there. Leviathin is also up there in terms of population.

Cactuar might be the best crossroads of what you’re looking for. It’s the 3rd/4th highest pop server, and it’s on the same data center as Gilgamesh which has a very active raid scene.The 2 highest are Balmung and Mateus, but those are both moving to the new data center soon, and they’re both RP heavy.The thing that bothers me the most personally is that servers never quite feel “bustling” enough for me- no matter how high their population is- because of the way the game renders other players. Since the data servers will soon shift, I'd stick with the Aether data center since it has Gilgamesh and from what I hear is they have an active raid scene, which I would asusme would mean a good bit of dungeons as well. I can't attest for it since im on Siren, but thats my 2 cents, i've thought of transferring there.

Essentially, the way its looking is that Aether will be more PvE and gameplay focused while Crystal I believe is what its called, will be more for RP?​Thats how I see it. Might be wrong.
